A 25-year-old who fled from police Wednesday but left his car behind was arrested Thursday when he tried to report the vehicle stolen while posing as his brother.
Shomarr Garrett, of 54 Palisade Ave., came to Police Headquarters Thursday with his girlfriend to report his 2000 Chevrolet Impala stolen. He identified himself to police as his twin brother, to whom the car was registered.
The encounter didn’t go as he planned.
A day before, Officers Carlos Vazquez and Matthew Goncalves had spotted an apparent drug transaction in a gas station parking lot on Reservoir Avenue. When they pulled up, the suspect took off running, leading Vazquez, Goncalves and Officers Jorge Larregui and John Topolski on a foot chase. He escaped.
When police searched his abandoned car, they recovered a cigar tube that contained 39 packets of what appeared to be cocaine, marijuana, an iPhone and items that identified the car owner as Jamarr Garrett.
A day later, a person who identified himself as Jamarr Garrett attempted to report the car stolen over the phone. Some time later, “Jamarr” came to police headquarters. At that point, Vazquez, Goncalves, Larregui and Topolski were alerted, came to the front desk and identified him as the suspect they chased.
After questioning, the suspect acknowledged that his real name was Shomarr Garrett and that it was him who police chased. He said the car belonged to him but was registered to his twin brother. He also showed the officers marks on his thigh where he had been shocked by a Taser during the chase.
He apparently knew the risk of coming to police headquarters. He brought $2,315 with him as possible bail money and his girlfriend stopped at withdrew $360 before coming to the police department to use for bail in case he got arrested.
Garrett faces a variety of charges including interfering with police, drug violations, driving under suspension, second-degree forgery and criminal impersonation.

(Bridgeport, CT – Feb. 25, 2013) -- A 20-year-old faces a variety of charges after he stole a bottle of wine from a bar, broke into a nearby apartment, threatened ambulance workers and then tried to escape from police.
It all happened Saturday over the course of several hours. Officer Michael Salemme initially was called to a downtown bar at 5:45 p.m. where a bartender said a man, whom she wouldn’t serve, came behind the bar, grabbed a $20 bottle of wine and ran off.
Police had responded to that report when, about an hour later, Officers Martin Pizighelli, Carlos Vazquez and Donald Bensey were called to the 600 block of Fairfield Avenue for a burglary-in-progress in an apartment building. Police spoke to the resident, who said he arrived home to find a man with facial piercings prone in his kitchen, a window smashed and blood on the floor. The resident grabbed the man and threw him into the hallway. Police were called. The description of the suspect, who fled the scene, matched that of the wine thief.
Not long after police arrived, the suspect, later identified as Dylan Vitti, had returned and was found on the fire escape of the Fairfield Avenue building. He was identified by the resident as the intruder and subsequently identified by an employee at the bar as the thief.
While en route to the hospital for treatment for cuts to his leg and knuckles, which he apparently suffered while breaking into the apartment, Vitti made threats to the medics. At the hospital, he provided a variety of different names to police and medical staff. And after he was treated, Vitti tried to escape but only made it a few steps before an officer corralled him.
Vitti was charged with sixth-degree larceny, second-degree burglary, second-degree threatening, interfering with police and criminal attempt at escape from custody.
Vitti is believed to be homeless. His last known address was on Saber Lane in Stony Brook, N.Y.

(Bridgeport, CT -- March 19, 2013) – Two city officers may have helped nab a prolific cell phone thief using technology, detective work and Kate Spade leopard print iPhone case.
On Sunday afternoon, New Haven police, based on information from Bridgeport Officers Frank D’Amore and Frank Delbouno, executed a search warrant at 534 Atlantic St. in Bridgeport.
The investigation by D’Amore and Delbouno started hours earlier when D’Amore met with a woman at police headquarters to take a complaint about a stolen iPhone. She said it was snatched from her hands at a New Haven bar and that GPS tracking software indicated it was at 534 Atlantic St. Delbouno then took a separate complaint from another woman who reported her phone was stolen in the same bar and that she also “pinged” it and learned it was at the same address.
D’Amore and Delbouno went to check it out. Their investigation led them to a second-floor apartment where they found Joel Valcin, 24. He acknowledged that he was drunk at the same bar the night before and found an iPhone in the bar.
D’Amore then saw inside the apartment a leopard-print Kate Spade iPhone case that the victim had described.
“Let’s have the phone now,” said D’Amore.
Valcin also stated that he gave it to someone else and would try to get it back, a story that didn’t hold up because its rightful owner had pinged it that morning back to Atlantic Street. The victim identified the case as hers.
Valcin was arrested for fifth-degree larceny but refused to allow officers into his apartment.
The two officers then contacted New Haven police and faxed over their reports. On Sunday afternoon, NHPD detectives, along with the officers, executed a search and seizure warrant for the apartment.
NHPD seized 10 phones and several cases. Police left a copy of the search warrant on Valcin’s bed, since he was still in Bridgeport’s lock up.
Police found a text message from the owner of one of the phones offering a reward for its return.
New Haven’s investigation is ongoing.
